Union Minister for Civil Aviation, Kinjarapu Ram Mohan Naidu, has unveiled a new initiative called ‘Challenge Mode’, designed to accelerate the development of aerodromes throughout the country. The scheme aims to widen India’s regional air connectivity network by inviting active participation from state governments, private developers and other stakeholders in identifying and building new airfields.

Speaking at the launch event, Naidu emphasised that the initiative marks a significant shift in the government’s approach to airport infrastructure, moving from a purely top-down model to one that encourages proposals from the ground up. Under the Challenge Mode framework, interested parties will be able to put forward suggestions for potential aerodrome sites, which the ministry will then evaluate based on feasibility, regional demand and connectivity potential.

The minister noted that this mechanism is expected to complement the government’s existing Regional Connectivity Scheme, popularly known as UDAN (Ude Desh ka Aam Naagrik), which has already brought air travel within reach of smaller towns and remote regions. By opening the process to competitive proposals, officials believe the pace of airport development can be significantly increased, particularly in underserved and hilly terrains where conventional planning has been slower.

Officials from the Ministry of Civil Aviation explained that the Challenge Mode will allow state governments to co-invest in projects, thereby sharing both the financial burden and the developmental responsibility. This is anticipated to reduce delays that have historically affected airport construction timelines in India, while also fostering healthy competition among states eager to improve their regional air links.

Industry experts have welcomed the announcement, stating that empowering states and private players to propose sites tailored to local economic and tourism needs could unlock new growth corridors. With India’s aviation sector expanding rapidly, the government has repeatedly stressed its goal of building a robust network of airports to support rising passenger traffic and cargo movement.

The Civil Aviation Ministry is expected to release detailed guidelines shortly, outlining the criteria for submitting proposals under the Challenge Mode, along with timelines for evaluation and approval of new aerodrome projects across the country.
